Biographical Sketch


 

          Dr. Hoefer's educational background combines the disciplines of social work and political science, with masters degrees in  both areas and a joint Ph.D. in the two subjects from the University of Michigan in Ann Arbor. His areas of research include Swedish and American social policy, curriculum issues concerning management of nonprofit organizations and the role of interest groups in policy making, He is also an active program evaluator and has published in that area as well.           

            As director of the School of Social Work's Legislative Internship Program, Dr. Hoefer oversees the placement of MSW level interns in the home district offices of state Senators and Legislators. The program currently has interns in three senatorial and two house offices.           

            Dr. Hoefer served four years on the Board (three of them as President) of the Texas National Association of Social Workers' political action committee, TPACE. In this capacity, he was successful in communicating with social workers about the importance of the legislative process, and oversaw the development of a strategic plan to expand social work influence in Texas greatly by the election of 2,000.           

            Dr. Hoefer has lived and studied in Sweden, earning a Certificate of Completion from the International Graduate School at the University of Stockholm. He completed his doctoral research on the impact of Swedish social welfare interest groups with the assistance of a Fulbright fellowship.           

            Past work experience includes fund-raising and grant-writing in a CETA funded technical assistance center, policy analysis at the Congressional Budget office and work for the Social Security Administration.
